13. A corrected or uncorrected average loss of hearing greater than 40 decibels in the better ear at frequencies of 500, 1,000 and 2,000 hertz, is essentially inconsistent with driving a road vehicle of Class 2 or Class 4 or a road vehicle that transports a means of containment of dangerous substances within the meaning of the Transportation of Dangerous Substances Regulation (chapter C-24.2, r. 43) whose capacity exceeds 450 litres or that requires the display of safety placards in accordance with the provisions of Division IV of that Regulation, unless the affected person is able to perceive a forced whispered voice at not less than 1.5 m with or without the use of a hearing aid.
